[xmlsec] New xmlsec 1.2.24 release

Looks like input_id was added about 5 years ago:
https://github.com/GNOME/libxml2/commit/0d51cfebc9eecf311e50eabdf1c2412211220e6d
And I believe it should be in LibXML2 2.8.0 (released
May 23rd, 2012).
I'll bump the minimum required version for the future.
