[xmlsec] Need information on submitting patch

As mentioned in the file HACKING
<https://github.com/GNOME/xmlsec/blob/master/HACKING> it asks to get a CVS
copy and prepare the patch.Is the patch file generated from github
<https://github.com/GNOME/xmlsec>copy valid ?
