[xmlsec] Compile xmlsec doesnt appear nmake

Hi! I want to compile xmlsec library in windows, i follow the instructions of xmlsec/win32/REAME.txt, when i execute the cscript everything is fine but the nmake it doesnt appear.
I read the mail archive, and found that some people have VisualStudio install and it doesnt appear the nmake, i have it, but i dont found the reason or the solution to make it.
