[xmlsec] xmlsec bindings for Python on Windows

 Saw a recent thread on building xmlsec on Windows. A few months back I
wanted to use xmlsec in Python but on a windows platform. I ended up doing a
dirty writeup in case anyone else needed to compile them. I have windows
binaries for Python 2.6 here:
