[xmlsec] xmlSecCryptoAppKeyLoadMemory

The PCCERT_CONTEXT contains a direct pointer to the DER formatted 
certificate. You can use that as input for type 
xmlSecKeyDataFormatCertDer. That will also make the public key it 
contains avaible.
