[xmlsec] Xmlsec VC Projekt

To the best of my knowledge, no... but xmlsec win32 build generates
standard MS makefiles and I believe I've some utilities that can
automatically convert MS makefiles into project files. Disclaimer:
I actually never tried to do this.
