The issue is that Id attribute is not recognized as an ID attribute.
Can you put the DTD fragment not in a separate file but in the file
you want to verify right after <?xml ...?> declaration:

<?xml version="1.0" ?>
<!DOCTYPE test [
   <!ATTLIST Body Id ID #IMPLIED>
]>
<soapenv:Envelope ...>
...
</>
