[xmlsec] Cygwin+XmlSec

Hi Gerrit,

after the reinstall of pkg-config your patch applied and i could recompile xmlsec successful.
But when i started it, it tries loading a file cygxmlsec1-openssl-1.dll:

$ xmlsec1 --encrypt knowledge-schema.xml

I think there is a problem with the filenames under cygwin. 
in src/openssl/.libs are only files  "libxmlsec1-openssl.*" (no *.dll).
