[xmlsec] non us-ascii filenames in user locale

I have to agree with Daniel. I don't see reasons why xmlsec should
convert filenames from one encoding to another. The filenames are
not *directly* consumed by xmlsec or libxml. The libraries just proxy
filenames to the OS. IMHO, the application that read the filename
from the user is in much better position to do the right conversion.
