[xmlsec] docs directory install

It shouldn't be too hard but I wonder if there is a standard way of 
doing such a thing
in autotools? Sounds like it should because I guess it's a common thing.

And I don't think there is any reason to rename docs folder. It's just 
too many problems
for practically no gain.
