[xmlsec] FW: ReferenceList template function patch

Hi,

Attached is a patch to include support for ReferenceList (in
EncryptedKey element) in the template functions for (dynamically)
building templates. 

It's just 1 function that can add DataReference(s) or KeyReference(s) to
a ReferenceList element. If the ReferenceList element does not exist, it
is created (ReferenceLists are optional).

I would appreciate it if this code could be added to the xmlsec src.

PS 2nd try, first try is now waiting on a mail server I cannot reach (my
providers' server), so possibly this message will be send/received
twice.
