[xmlsec] Binaries Reqd

0) Download the sources tarball from 
http://www.aleksey.com/xmlsec/download.html,
also download all the dependend libraries from Igor's web site and 
unpack it somewhere
1) cd win32
2) Edit mycfg.bat, set your configuration and execute it
3) nmake
