[xmlsec] NSS config changes

Hi Aleksey,
I'm attaching a diff file, and a nss-config.in file.
Please review and check in if it looks ok.

Summary of changes:
- changed configure.in to permit NSS config either via a mozilla 
  distribution, or via separate NSS & NSPR distributions. Had to
  change the #include's in src/nss/*.c files to account for the
  directory structure in a std nss/nspr distribution.
- added nss-config script
