[xmlsec] versioning and library naming policies

Well, you have valid points but I really don't like "xmlsec-1.1" as a 
filename for
an executable. I am typing this myself quite often and IMHO this is just 
wrong :)
(personaly, I don't like version numbers in filenames at all but I don;t 
see how one
can avoid them).

Anyway, how about that:
    - normal releases have "xmlsecN" in all file and folder names,
    - developer releases have "xmlsecNd" everywhere (where N=1,2,3,...)
