[xmlsec] Question about loading external DTD

The error is during xmlParseMemory:

Entity: line 2: validity error: Validation failed: no DTD found !
<EncryptedData xmlns="http://www.w3.org/2001/04/xmlenc#">
                                                        ^

I have attached the encrypted data and the dtd.  I appreciate your
help.
