WebSphere implements some fairly recent draft of ws-security.  We 
haven't noticed bugs in their implementation of exc-c14n, so I think 
something else is going on there.

I believe you can get a free preview download.  Doing this is probably 
more effort than you want.  Trust me on this. :)
