[xmlsec] snapshots and debian dir

The snapshots is just a copy of CVS tree at given moment of time
thus I don't like an idea of specificaly removing something from it.
If my understanding is corrcet, "debian" folder was not updated for
almost a year. Since you don't use it  I think you finally convinced me
that there is no need to have it in CVS at all. I would remove it if you
are ok with it.
