[xmlsec] xmlsec-config and crypto option

I think it is working well.  Please add the new --crypto syntax to the 
xmlsec-config man page.

Aside: as I suggested in another email, would you make the Online Verifier run 
the cgi command from your web site instead of expecting that the user has 
manually installed it locally?
