Can I specify the desired output encoding without adding
<?xml version="1.0" encoding="UTF-8"?>
to the document?
I'd like to tune up by means of xmlsec without affecting a result XML.
Also it is necessary for me to avoid adding a string
<?xml version="1.0"?>
to the beginning of the result document.
Can I do so with xmlsec?
