[xmlsec] typo in tests/testEnc.sh - xmlsec0.0.10

the tests/keys.xml file is generated by the testKeys.sh script. It
should be called
by makefile scripts before testEnc.sh. Can you check that there are no
errors
during testKeys.sh execution, please?
